The UAE's population is mostly expatriate, and English is the common business language. For most consumer and B2B categories, English campaigns reach the majority of potential buyers.

Arabic matters in specific cases. Emirati citizens often prefer Arabic for considered purchases. Buyers in government and semi-government organisations, especially in Abu Dhabi, frequently work in Arabic. Residents and visitors from across the Arab world search in Arabic. And some categories, such as education, healthcare and property, see meaningful Arabic search demand.

The practical test: look at your existing customers and your search term data. If a noticeable share are Arabic speakers, or Arabic searches appear for your services, an Arabic campaign is worth testing.

Why Arabic campaigns can be cheaper

Many advertisers run English only, so Arabic auctions for the same intent are often less crowded. Lower competition can mean lower cost per click and higher impression share.

Targeting all of the UAE as one area often lets Dubai absorb most of the budget. Separate geographic campaigns or bid adjustments give smaller emirates a fair share when they matter to you.

Permits and approvals that catch advertisers out

Real estate. Property advertising in Dubai requires a permit from the Dubai Land Department system, and ads without the permit number risk rejection and penalties. Other emirates have their own requirements.

Healthcare. Medical advertising generally needs approval from the relevant health authority: the Dubai Health Authority, the Department of Health in Abu Dhabi, or the federal Ministry of Health and Prevention for the northern emirates.

Influencer and social advertising. UAE media rules require permits for paid promotion on social media by influencers and content creators. Check the current requirements if you work with creators.

Data. The UAE Personal Data Protection Law applies to how you collect and use customer data, including lead forms and WhatsApp follow-up.
