The usual reason is cost. An India-based agency can typically offer the same scope as a local agency in the USA, UK or Canada for considerably less, because salaries and overheads are lower.
What goes wrong is using that saving to buy the cheapest possible service: a junior account manager, template reporting and little strategic thinking. That produces the result you would expect.
The better use of the saving is to buy more senior attention and wider scope for the same budget: someone experienced running the account, plus tracking, landing pages and search work that a local agency would charge separately for.
The UAE and the UK: working hours overlap

Mountain time, 11.5 hours behind in summer: Colorado, Idaho, Montana, New Mexico, Utah and Wyoming. Arizona stays on Mountain Standard Time all year, 12.5 hours behind India. Northern Idaho is on Pacific time.
Pacific time, 12.5 hours behind in summer. A 7 or 8 am Pacific call is 7:30 or 8:30 pm for us: California, Nevada, Oregon and Washington.
Alaska is 13.5 hours behind in summer and Hawaii 15.5 hours behind all year. Most communication is asynchronous, with a scheduled weekly call.

Canada runs across six time zones. Newfoundland and Labrador is 8 hours behind India in summer, the smallest gap in North America. Atlantic time covers Nova Scotia, New Brunswick and Prince Edward Island, 8.5 hours behind. Eastern time covers Ontario, Quebec and most of Nunavut, 9.5 hours behind.
Manitoba is on Central time, 10.5 hours behind in summer. Saskatchewan stays on Central Standard Time all year, 11.5 hours behind. Alberta and the Northwest Territories are on Mountain time, 11.5 hours behind in summer. British Columbia is on Pacific time, 12.5 hours behind in summer, and Yukon stays on UTC minus 7 all year, also 12.5 hours behind.
For eastern Canada, the overlap is comfortable: your morning is our evening. For western Canada, the pattern matches the US West Coast.
