Pay Per Call vs Owned Lead Generation: Which Builds a Bigger Business for US Contractors and Service Companies

Pay-per-call is easy to start and easy to stop, which is exactly the problem. A clear comparison of who owns what, how costs behave over time, and how to use both sensibly.

How pay per call works

A pay-per-call company runs search ads, landing pages and sometimes directory listings for a trade in your area. Each ad carries the network's tracking number. When a homeowner calls, the call is routed to you, and you pay for each call that lasts longer than a set duration, often 60 to 120 seconds. Some networks promise exclusive calls in a territory; others route to several businesses in turn. There is usually no setup fee and no long contract.

For a contractor who needs work this week, that is attractive. You answer the phone and pay only for real conversations.

What you do not get

The campaigns, keywords, ad accounts, landing pages, phone numbers, call data and customer search history all belong to the network. When you stop paying, or when the network raises its price, gives your territory to a competitor or loses its own ad account, your calls stop at once. Nothing you paid for keeps working.

You also do not see what produced each call. You cannot tell which searches, which towns or which ads bring the best jobs, so you cannot improve them. And because the network is paid per qualifying call, not per job, its incentive is volume above the duration threshold, not quality.

How owned lead generation works

In an owned model, the campaigns run in your own Google Ads, Local Services Ads and Meta accounts, on your payment method. The website and landing pages are yours, the tracking numbers are yours, and every call is recorded in your system. An agency like ours builds and manages it for a monthly fee, and ad spend goes directly to Google and Meta.

Because you own the data, you can see cost per booked job by service, town and campaign, and you can feed booked jobs back to Google and Meta so they find more of the same. The Google Business Profile, reviews and organic rankings built alongside the ads produce calls that cost nothing per lead.

How the costs behave over time

Pay-per-call costs are flat or rising. The price per call is set by the network and tends to rise with demand; your cost in month twelve is at least what it was in month one.

Owned costs usually fall per job over time. The first month carries setup work and learning. As campaigns accumulate conversion data, negatives and tested ads, and as the website ranks and reviews accumulate, cost per booked job typically drops and organic calls grow. The fee stays roughly the same while the output increases.

To compare honestly, take three months of each source and divide total cost by booked jobs, not by calls. Then list what you would still have if you stopped paying tomorrow.

When pay per call makes sense

Pay per call can be useful for testing a new territory before investing in it, covering a slow season, keeping new technicians busy while owned channels ramp up, or adding emergency volume in trades where speed decides everything, such as water damage, locksmiths and drain emergencies. Used this way it is a supplement, tracked against your own campaigns on cost per booked job.

The risk is dependency. Contractors who rely on one network for most of their calls are one price change away from a bad quarter.

Questions to ask any lead provider

Who owns the ad accounts, phone numbers and call recordings? Are calls exclusive to me, and in which ZIP codes? What counts as a billable call, and how do I dispute one? Can I see the search terms and ads that produced my calls? What happens to my numbers and data if I leave? Will the price per call change, and with how much notice? Good providers answer clearly. Vague answers on ownership tell you what you need to know.

What owned lead generation looked like for one company

For Prime Comfort Group, a veteran-owned HVAC, boiler and water heater company in New Jersey, we built a website with a page for every town and service they cover, a full ERP for scheduling, service calls, installs, quotes, invoices and memberships, and we run their SEO and paid campaigns. Every call and job lands in their own system. The website launched in October 2026, and we will publish lead numbers when there is enough data. You can read the Prime Comfort story.

A simple transition plan

If most of your calls come from a network today, do not switch it off overnight. Month one: launch owned search, call and Local Services Ads campaigns in your best service area, and fix the Google Business Profile. Month two: compare cost per booked job between the two sources, and start reducing network spend in areas where owned campaigns are covering demand. Month three onward: keep the network only where it still beats your own campaigns on cost per job, and put the savings into reviews, website pages for each town and the next service area. Most contractors find the network share falls naturally as owned channels mature.

By state and trade

The balance between bought and owned leads differs by market. In expensive states such as California and New Jersey, per-call prices are high, so owned assets pay back faster. In storm-driven markets such as Louisiana, Florida and Texas, surge capacity matters, and a mix can make sense during hurricane season. In Minnesota and other cold states, winter emergencies favour businesses whose own campaigns and map listings are ready before the first freeze. Our lead generation pages cover nine trades in all 50 states, and our pricing models guide compares pay per lead as well.

Frequently asked questions

What is pay per call?

A model where a network runs ads with its own phone numbers and charges you for each call routed to you above a minimum length.

Is pay per call better than SEO?

They do different jobs. Pay per call rents calls now; SEO and owned campaigns build assets that keep producing.

Who owns the data in pay per call?

Usually the network: ads, numbers, recordings and search data stay with it.

What is owned lead generation?

Campaigns, website and tracking in your own accounts, managed for a fee, with ad spend paid directly to Google and Meta.

Which is cheaper per job?

It depends on the market. Owned costs per job usually fall over time; pay-per-call prices tend to stay flat or rise.

Can I use both?

Yes. Use pay per call to fill gaps and track it against your own campaigns on cost per booked job.

Are pay-per-call leads exclusive?

Some networks promise exclusivity by territory; others route calls to several businesses. Check the contract.

What happens when I stop pay per call?

Calls stop immediately, and you keep nothing that produces new ones.
