A small budget cannot afford exploration. It has to go where intent is highest and waste is lowest, and it needs to be judged on a timescale that matches the data it produces.

Planning a small Google Ads budget

First, check the budget can work

Estimate cost per click for your main terms using Google Keyword Planner. Assume a realistic landing page conversion rate for your category. That gives a rough cost per lead. Divide your monthly budget by it. If the answer is fewer than ten or fifteen leads a month, results will be slow to read and hard to optimise.

That does not mean do not start. It means narrow further, or accept a longer test. We explain how to set a budget from your own numbers in how much to spend on marketing.

What to run, and what to skip

Run: one Search campaign on high-intent terms. The service plus "near me", "cost", "price", "company", "agency", "hire" or your city. People searching these want to buy.

Skip for now: Display, Demand Gen, YouTube and broad Performance Max. They need budget to learn and tend to spend small budgets on low-intent placements.

Use phrase and exact match for your main keywords. Broad match with a small budget explores too widely.

Start with manual CPC or Maximise Clicks with a bid limit until you have enough conversions for Smart Bidding, then test a conversion-based strategy.

Narrow everything

Geography. Only the areas you serve well, set to people located there.

Schedule. Hours when someone can answer the phone or reply quickly, unless your service is genuinely urgent round the clock.

Keywords. Ten to twenty closely related terms is plenty. More splits a small budget too thin.

One landing page. Focused on the offer, with a clear call to action, phone and WhatsApp where relevant. Not the home page.

Negative keywords from day one. Free, jobs, salary, course, training, DIY, how to, meaning, PDF, and anything else irrelevant to your business.

The first month

Week one. Check search terms every day or two. Add negatives. Check that conversions are recording correctly with a test enquiry.

Weeks two and three. Pause keywords that spend without converting. Move budget toward terms that produce enquiries. Improve ad copy based on what gets clicked.

Week four. Review cost per qualified lead against what you can afford. If it is close, keep refining. If it is far above, look at the landing page, the offer and follow-up speed before concluding Google Ads does not work.

Small budgets in different markets

In India, clicks in most categories are cheap enough that a modest budget can produce meaningful data within a month. In the USA, UK and Canada, the same budget buys far fewer clicks, so narrowing matters more: one service, one city, exact match. In the UAE, targeting a single emirate rather than the whole country stops Dubai auctions taking the whole budget.
